The struggling U.S. employment picture continues to be a major concern among investors, according to our?survey. It's now clearer than ever that bipartisan decisions and substantive solutions will be required to bring more manageable levels of unemployment within reach. President Clinton?has a keen interest in fostering America's entrepreneurial spirit. As a leader in the effort to boost small businesses?which create most of the jobs in the country?he is also intensely focused on the issue of unemployment. He feels training is extremely important and that it is partly the reason that 3.2 million jobs currently posted are being filled at just half the rate of earlier post-recession periods. One innovative strategy he proposed has already been implemented in New York?retrofitting office buildings to make them more energy efficient, and financing them in a way that would pay for itself in utility savings alone. If put into practice on a national scale, it could create roughly a million jobs without requiring a large expenditure. President Clinton also expressed that individuals should look around their local communities to see what kind of impact they could make either as individuals or as business owners. On a broader level, he sees a strong need for small businesses to get bank loans and for Congress to make sure the SBA has the loan guarantee authority to support such lending. He also noted that another effective way to generate jobs would be by reforming corporate tax rates to be more globally competitive. And he believes that employers should look for ways to insource and recapture jobs, such as those in the manufacturing industry, that have been lost to employers outside the U.S. The president emphasized that in order to boost innovation and create new jobs, we need to rethink our current immigration policies.
